Are The IMF & Ranil Wickremesinghe Neoliberal?

It is claimed in Sri Lanka that the International Monetary Fund (IMF) when releasing loans, recommends the recipient member states to follow neo liberal economic policies and President Ranil Wickremesinghe adopts neo liberal economic policies. 

Classical or laissez-faire (leave alone) economists advocated the simple system of economic liberty and opposed the excessive government intervention. John Maynard Keynes (1883-1946), a British economist criticized laissez-faire as a do-nothing policy.

In the 1930s when there was a world recession there were arguments between the right and the left economists. Keynes presented a middle path economic theory emphasizing the intervention of the state where necessary. Thereafter this was followed by many countries. With more democratic states emerging, it was developed to a level of welfare liberalism.  Introduction of liberal economic policies once again against these policies with state intervention was identified as neo liberalism. 

Margaret Thatcher who became the Prime Minister of Britain in 1979 and Ronald Regan who became the President of United States in 1981 gave more emphasis on laissez-faire economics and it was identified as practical implementation of neo liberalism. This is same old policies but in order to execute the reforms the state should be stronger. Therefore, neo liberalism differs from liberalism to that extent. One of the reasons for the introduction of new constitution with the strong center by J.R. Jayewardene was to achieve that objective. 

The main ingredients of neo liberalism are minimizing state control of economy by privatization of the state entities, promoting international trade by reducing trade barriers, eliminating price controls of goods and services, deregulation of capital markets, lowering of income and corporate taxes and reduction of welfare expenses. The opposite of neo liberalist economic model is to promote maximizing of state participation to the economy, control imports to the country by imposing trade barriers, introduce price controls so that people can get goods and services at reasonable prices, control capital markets, and introduce comparatively higher taxes and promoting welfare expenses.

The IMF under its former Managing Director Christine Lagarde promoted concessions to the economically vulnerable groups to the countries to which the IMF lend. In fact, the IMF opposed from the beginning the general concessions in Sri Lanka which were equally enjoyed by the poor as well as the rich. Concessions on fuel and electricity were such reliefs. However, the IMF now under its Managing Director Kristalina Georgieva has given  special attention to economically vulnerable groups. Recently she alarmed that if the governments do not look after them the entire system may collapse. Accordingly, the IMF in respect of Sri Lanka has emphasized the social security net for the economically vulnerable people. This is against the neo liberal thinking.

A recent example of neo liberal economic policy applied in Britain was that of cutting taxes to a great extent facilitating the rich by Prime Minister Liz Truss. Market reacted immediately by allowing the Pound to depreciate and IMF also responded by issuing a statement on September 27 against the policy.  This act of the IMF is not in line with  the neo liberal thinking.

Neo liberalism started  operating in Sri Lanka when J.R.Jayewardene liberalized the economy in 1977. It was a relief for the people suffered from a closed economy. He came into power prior to Margaret Thatcher and Ronald Regan in UK and US respectively and prior to Deng Xiaoping reformed the Chinese economy. The privatization at that time was flawed due to the transfer of state-owned assets to cronies without any transparency. 

When Ranil Wickremesinghe became the Prime Minister in 2001 he implemented the policies of privatization of state assets.  The programme of Regaining Sri Lanka which was presented by him in 2002 was opposed by the socialists and the people also have not approved it. The main components of that programme were accelerating economic growth by removing the barriers to productivity and to take steps for reduction of poverty in the country. The main item of productivity increase was privatization of commercial entities of the government and make inefficient government departments efficient. There was a critique of politicization of poverty alleviation through Janasaviya and Samrudhi. 

Ranil Wickremesinghe did not present Regaining Sri Lanka in 2015. After he became the Prime Minister in December 2016 Bank of Ceylon (BOC) sold shares of Seylan Bank held by them through Colombo Stock Exchange (CSE).  After the sale took place, he intervened and asked BOC to reverse the sale saying that it was not the policy of the government to sell the state assets and BOC did not take approval of the government to sell the shares. He also met the buyer of the shares to explain his position. However, it was a big blow to the reputation of CSE. He took steps to transfer government assets on long leases. Hambantota port was such an entity. During this period, he has increased the income and corporate taxes which was contrary to the neo liberal thinking.

In this sense Chandrika Kumaratunga and Mahinda Rajapaksa were neo liberalists since they took steps to privatize the shares of Sri Lanka Telecom and sell the land outright where the headquarters of Sri Lanka Army was, respectively.  During Mahinda Rajapaksa era there were tax reductions and Gotabaya Rajapaksa in 2019 had a drastic cut which were in line with neo liberalism.

We are compelled to adopt certain elements of neo liberal policies to overcome the current economic crisis. Accordingly, fuel subsidy was removed, and price formula is in operation. The inefficiencies of the Petroleum corporation are included in the price formula and the corporation will be restructured to remove those inefficiencies.  Many other government entities will face that fate. In addition to that there will be increases of income and corporate taxes which are contrary to neo liberalism.

This programme is a pragmatic one which can be implemented without aligning to different ideologies. Sri Lanka needs such an approach now. Neo liberalism is a term used in Sri Lanka in derogatory manner to condemn a person. Privatization of government entities is a neo liberalist ideology and creating a social security net is a socialist ideology. The country should be able to take positives from any ideology and implement those to the benefit of our people, not of trade unions. China adopted a similar approach. As a result, China is an economic power of the world today and was able to reduce poverty of the country drastically.

A Brief Comment Of Ponniyin Selvan: I

I have watched this film directed by Mani Ratnam which was released worldwide recently. The epic film was based on a novel by Kalki Krishnamurthy written in 1955. The period was the tenth century. It was focused on Chola dynasty and there was uncertainty about the successor of Parantaka (Sundara) Chola II, the father of Rajaraja Chola who was supposed to be the greatest king of Chola dynasty.

At the time of the film (and the novel) the Cholas have defeated Vira Pandyan of the Pandyan dynasty. Vira Pandyan was killed by Aditya Karikalan the eldest son of Sundara Chola. Vira Pandyan was the lover of Nandhini. She wanted to take the revenge of the killing of her lover and later became the young wife of Periya Pazhavetturayar, chancellor of the Chola kingdom. The film revolves around this and there were spies roaming around conspiracies were carried out and reconciliations were waged.

In the film, Arulmozhi Varman who was the youngest son of Sundara Chola and who became Rajaraja Chola later, was in Sri Lanka fighting against Mahinda V, the Sri Lankan king at that time. In relation to Sri Lankan history many think that there were eternal fights between Sinhalese and Tamils which was not the case. In the film it was depicted that the fights were among the kings and princes for the sake of power. There was no ethnic rivalry in ancient Sri Lanka as of now. There were rivalries between Cholas and Pandyas as depicted in the film. In addition to that there were Cheras and Sinhalese. In certain cases, Sinhala kings brought Pandyan armies against their rivals in the island. Pandyan origin princes ruled Sri Lanka and got their names entered in chronicles.

According to Chulavamsa ( Chapter 55) Mahinda V was a weak king.  “As he wandered from the path of statecraft, and was of very weak character, the peasants did not deliver him his share of the produce. As the Prince in his tenth year has entirely lost his fortunes, he was unable to satisfy his troops by giving them their pay. All the Keralas who got no pay planted themselves one with another at the door of the royal palace, determined on force, bow in hand, armed with swords and (other) weapons with a cry ‘so lang as there is no pay, he shall not eat’ “  

The king escaped by an underground passage and ruled the country from Rohana, the south. The rest of the country was ruled by Keralas, Sinhalas and Kannatas. Thereafter Cholas invaded Sri Lanka and they captured the king and imprisoned him. He ruled the county for 36 years out of which was from Ruhuna and was imprisoned for 12 years. The Kerala army referred to in Chulavamsa were the mercenaries of Kerala origin hired by the king.

In the film there was a fight between the forces of Mahinda V and Arulmozhi Varman. The king was defeated and subsequently the Bhikkhus of Anuradhapura offered the crown to the Chola Prince. He refused the crown saying that his father was already holding the crown of Chola empire and cannot accept a separate crown. This was a great gesture in a period where there were fights even among close relatives for power. 

In real life Arulmozhi Varman took the initiation to give the crown to his uncle after the demise of his father. He took the crown after his uncle’s 15 year reign. Maybe the film maker/novelist have created the above incident in the film taking that quality from the character of Arulmozhi Varman.

In the film we can see Mahinda V in his palace probably at Ruhuna, after his defeat. According to Chulavamsa he fled to Ruhuna due to the rebel of his soldiers and not due to a Chola invasion.

It was clearly visible that the Buddha statues in the film were of Thai origin since it was filmed in Thailand. Director, I believe, was forced to ignore this point. Shyam Fernando portrays the image of a weak ruler. All the other actors and actresses also played their roles well.

It is considered that Mahinda V was the weakest king of Sri Lanka. Gotabaya Rajapaksa may be the close second. Mercenaries employed by Mahinda V surrounded his palace and the people of Aragalala surrounded the presidential house of Gotabaya Rajapaksa. Both fled.  The problems of the both started from the point that the income of the state reduced due to the reduction of the tax revenue. In the case of Mahinda V peasants refused to pay their taxes due to inefficiencies of the king. Gotabaya Rajapaksa took the decision of reducing the taxes taking the wrong advice. History repeats itself.

ජාත්‍යන්තර මූල්‍ය අරමුදල අවසාන විසඳුම නොවේ

ශ්‍රී ලංකාව වැටී ඇති ආර්ථික අගාධයෙන් ගොඩ එම සඳහා ජාත්‍යන්තර මූල්‍ය අරමුදලේ (IMF) සහය පතා තිබේ.  පසුගිය සැප්තැම්බර් පළමුවනදා  විස්තීර්ණ අරමුදල් පහසුකම (EFF) යටතේ මාස 48ක වැඩපිළිවෙලක් සමඟ ඇමරිකානු ඩොලර් බිලියන 2.9ක පමණ මුදලකින් ශ්‍රී ලංකාවේ ආර්ථික ප්‍රතිපත්තිවලට සහාය දැක්වීමට ජාත්‍යන්තර මූල්‍ය අරමුදලේ කාර්යයමණ්ඩලය සහ ශ්‍රී ලංකා බලධාරීන් කාර්යයමණ්ඩල-මට්ටමේ එකඟතාවකට පැමිණි බව වාර්තා විය. එය ජාත්‍යන්තර මූල්‍ය අරමුදලේ විධායක මණ්ඩලය විසින් අනුමත කල යුතුය.

මෙම ඩොලර් බිලියන 2.9 ක් මුදල ජාත්‍යන්තර මූල්‍ය අරමුදලේ ගිණුම් ඒකකය වන විශේෂ ගැනුම් හිමිකම් (SDR) බිලියන 2.2 කි. ජාත්‍යන්තර මූල්‍ය අරමුදල තුල ශ්‍රී ලංකාවේ පංගුව (Quota) SDR මිලියන 578.8 කි. ඒඅනුව මෙම ණය මුදල ශ්‍රී ලංකාවේ පංගුව මෙන් 380% කි. දැනට ශ්‍රී ලංකාවේ ජාත්‍යන්තර මූල්‍ය අරමුදල සමඟ ඇති ණය ශේෂය SDR මිලියන 857.49 කි. එය ශ්‍රී ලංකාවේ පංගුව මෙන් 148% කි. ඒ අනුව මෙය සැලකිය යුතු අනුග්‍රහයකි. 

කෙසේ වෙතත් ආර්ජන්ටිනාව මෙවැනිම මූල්‍ය අර්බුදයකට මුහුණ පා සිටින විට ජාත්‍යන්තර මූල්‍ය අරමුදලේ විධායක මණ්ඩලය  ආර්ජන්ටිනාවේ පංගුව මෙන් 1000% ක මුදලක් එනම් ඩොලර් බිලියන 44ක් (SDR බිලියන 31.9) මෙම වසරේ මාර්තු මස අනුමත කරන ලදී. ජාත්‍යන්තර මූල්‍ය අරමුදල තුල ආර්ජන්ටිනාවේ පංගුව SDR බිලියන 3.1  කි ආර්ජන්ටිනාවේ දළ දේශීය නිෂ්පාදිතයට එරට ණය අනුපාතය 80% ක් පමණ වන අතර ශ්‍රී ලංකාවේ එය 110% ඉක්මවා ඇත. එබැවින් ශ්‍රී ලංකාවට ලැබුන ජාත්‍යන්තර මූල්‍ය අරමුදලේ සහාය අති විශාල එකක් නොවේ.

විධායක මණ්ඩලයේ තීරණ සම්මුතිය මත ගන්නා අතර අවශ්‍ය අවස්ථාවලදී ඡන්ද විමසීමක් සිදුකරනු ලැබේ. ශ්‍රී ලංකාවට ඡන්ද 7247ක් ඇති අතර එය සමස්ත ඡන්ද ප්‍රමාණයෙන් 0.14% කි. එක්සත් ජනපදයේ ඡන්ද ප්‍රතිශතය සමස්ත ඡන්ද ප්‍රමාණයෙන් 16.5% ක් වන අතර ජපානයේ එය 6.14% කි. චීනයේ එය 6.08%කි. රුසියාවේ 2.59% කි. එක්සත් ජනපදය, ජපානය, බ්‍රිතාන්‍යය, ප්‍රංශය, සහ ජර්මනිය යන රටවල ඡන්ද වල එකතුව සමස්ත ඡන්ද ප්‍රමාණයෙන් 36.01% කි. එම රටවල් නියෝජනය කිරීමට වෙනම  අධ්‍යක්ෂවරු ද සිටිති. චීනය හැර අනෙක් රටවල් කාණ්ඩ වශයෙන් බෙදා ඇති අතර අධ්‍යක්ෂ වරු සහ විකල්ප අධ්‍යක්ෂ වරු සිටින්නේ එම කාණ්ඩ වලටයි. ජාත්‍යන්තර මූල්‍ය අරමුදලේ විධායක මණ්ඩලයේ විකල්ප අධ්‍යක්ෂ වරයකු වශයෙන් මහා බැංකුවේ ආර්ථික පර්යේෂණ අධ්‍යක්ෂ වරයා වන චන්ද්‍රනාත් අමරසේකර කටයුතු කරයි.

 ශ්‍රී ලංකාවේ පංගුවේ (Quota) ප්‍රමාණය මුළු පංගු වල එකතුවෙන් 0.12% කි. පංගුව තීරණය කරනු ලබන්නේ එක්  එක්  රටේ දළ දේශීය නිෂ්පාදිතයට 50% ක් ද ආර්ථිකයේ විවෘත භාවයට 30% ක් ද ලැබීම් වල විචල්‍යතාවට 15% ක් ද රඳවා ගත්  ජාත්‍යන්තර සංචිත වලට 5% ක් ද වශයෙන් ගෙන ඒවායේ බර තැබූ සාමාන්‍යය ගැනීමෙනි. ජාත්‍යන්තර මූල්‍ය අරමුදලේ  ඉහලින්ම සිටින්නේ පාලක මණ්ඩලයයි. එහි ශ්‍රී ලංකාව නියෝජනය කරමින් මුදල් ඇමති රනිල් වික්‍රමසිංහ ද විකල්ප නියෝජිතයා වශයෙන් මහා බැංකු අධිපති නන්දලාල් වීරසිංහ ද සිටිති.

ජාත්‍යන්තර මූල්‍ය අරමුදල විසින් රටක් ගොඩ දමනු ඇතැයි යමෙක් සිතන්නේ නම් එය මුලාවකි. ණය ගෙන රටවල් ගොඩ යන්නේ කෙසේද? ණය ගෙවීමට හැකි ශක්තිමත් ආර්ථිකයක් රටක් ඇති කර ගත යුතුය.  ජාත්‍යන්තර මූල්‍ය අරමුදල ණය මුදල් සපයන්නේ රටක් ගෙවුම් ශේෂ අර්බුදයකට හෙවත් රටින් පිටවන විදේශ මුදල් රටට ලැබෙන විදේශ මුදල් වලට වඩා දිගින් දිගටම වැඩි වන අවස්ථා වලදී එම හිඟය තාවකාලිකව පියවා ගැනීම සඳහාය. දීර්ඝ කාලීනව එය පියවා ගැනීම එම රටේ වගකීමකි. එනමුත් ණය දීමේදී වෙනත් ඕනෑම මූල්‍ය ආයතනයක් මෙන්   ජාත්‍යන්තර මූල්‍ය අරමුදල ද අදාල රටට ණය ආපසු ගෙවීමට හැකියාවක් ඇති දැයි සලකා බලයි. එම මුදල් ආපසු ගෙවීමට හැකි වන්නේ අදාල රටේ මූල්‍ය ප්‍රතිපත්ති  හේතුවෙන් දීර්ඝ කාලීනව රටින් පිටවන විදේශ මුදල් රටට ලැබෙන විදේශ මුදල් වලට වඩා අඩු වීමට හැකියාවක් තිබෙන්නේ නම් පමණි. ඒ සඳහා අපනයන මුල් කරගත් ආර්ථික වැඩ පිළිවෙලක් තිබිය යුතුය.

එමෙන්ම රජයේ අයවැය හිඟය නිසා එය පියවීමට මුදල් ණයට ගැනීමට සිදුවේ.මේ අනුව විදේශ රට වලින් හෝ ආයතන වලින් හෝ මුදල් ණයට ගත් විට ඒවා ආපසු ගෙවීමේදී ගෙවුම් ශේෂයට බලපෑමක් සිදුවන බැවින් ජාත්‍යන්තර මූල්‍ය අරමුදල අර්බුදයට ලක්වූ රටවල අයවැය හිඟය අඩු කිරීමට උපදෙස් දෙයි.

යම් රටක ගෙවුම් ශේෂ අතිරික්තයක් තිබේ නම් අයවැය හිඟය එම රටට එතරම් ප්‍රශ්ණයක් නොවේ.ජපානය එවැනි රටකි.

මෙවර ජාත්‍යන්තර මූල්‍ය අරමුදල සමඟ එකඟ වූ කරුණු අමාත්‍ය මණ්ඩලයටද ඉදිරිපත් කර නොතිබුනත් එය අමාත්‍ය මණ්ඩලයටද විපක්ෂ නායකයාටද ඉදිරිපත් කිරීමට ආණ්ඩුව තීරණය කර තිබුණි. කෙසේ වෙතත් එය පාර්ලිමේන්තුවට සහ මහජනතාවට ඉදිරිපත් කිරීම පසුවට කල් තබා ඇත.

එකඟ වූ මූලික කරුණු ජාත්‍යන්තර මූල්‍ය අරමුදල මගින් ප්‍රකාශයට පත් කර ඇත. වර්ෂ 2025 දී ආණ්ඩුවේ ප්‍රාථමික ගිණුමේ අතිරික්තයක් ඇති කිරීමටත් එම අතිරික්තය රටේ දළ දේශීය නිෂ්පාදිතයේ ප්‍රතිශතයක් වශයෙන් 2.3% ට අඩු නොවීමටත් එකඟ වී ඇත. ප්‍රථමික ගිණුම යනු ආණ්ඩුවේ ආදායම් සහ ණය පොලිය හැර ආණ්ඩුවේ වියදම් අතර පරතරයයි. මේ සඳහා බදු පදනම පුළුල් කිරීමට අවශ්‍යවේ. අදාල පියවර ගනිමින් තිබේ.

ඉන්ධන සහ විදුලිය සඳහා අමතර සහන නොමැති මිලක් ඉදිරිපත් කිරීමද යෝජිත අතර එය දැනටමත් ක්‍රියාත්මකයි. ජනතාවට දැරීමට සිදුවන ආර්ථික අපහසුතා හේතුවෙන් සමාජයේ ආර්ථික වශයෙන් පහල ස්ථර වලට සමාජ ආරක්ෂණ දැලක් ක්‍රියාත්මක කිරීම ද යෝජිතයි. ජාත්‍යන්තර මූල්‍ය අරමුදලේ හිටපු කළමනාකර අධ්‍යක්ෂවරිය වූ ක්‍රිස්ටීන් ලෙගාඩි ගේ යුගයේදී  ජාත්‍යන්තර මූල්‍ය අරමුදල එහි තීරණ වල සමාජ බලපෑම පිලිබඳ වඩාත් සංවේදී විය.

රටේ මූල්‍ය ප්‍රතිපත්තිය මෙහෙයවන මහා බැංකුව ස්වාධින විය යුතු බවද  රටේ මුල්‍ය පද්ධතිය ස්ථාවර විය යුතු බවටද එකඟ වී ඇත. ආණ්ඩුවේ මූල්‍ය කටයුතු පිලිබඳ විනිවිදභාවය මගින් දූෂණයට ඇති ඉඩ ඇහිරීමද ඒ සඳහා නීති සම්පාදනය කිරීමද යෝජනා අතර වේ.

මේ ප්‍රතිසංස්කරණ  වැඩ පිළිවෙල හරහා පළමුව ආර්ථිකය සංකෝචනය වනු ඇත. ප්‍රතිසංස්කරණ ස්ථාපිත වූ පසු ආර්ථිකයේ ප්‍රසාරණය ආරම්භවනු ඇත. බොහෝ කාලයක් තිස්සේ අතපසු කර තිබූ මෙම ප්‍රතිසංස්කරණ ක්‍රියාත්මක කල හැකි නම් එය මේ අවස්ථාවේදී රටක් වශයෙන් ගත හැකි ප්‍රශස්තම පියවරයි.

ව්‍යවස්ථා සංශෝධන ක්‍රියාවලියේ චිලී අත්දැකීම්

පසුගියදා ශ්‍රේෂ්ඨාධිකරණය විසින් ආණ්ඩුක්‍රම ව්‍යවස්ථාවට ගෙනෙන 22 වන සංශෝධනය සම්බන්ධයෙන් සිය තීරණය ප්‍රකාශයට පත් කරන ලදී. ශ්‍රේෂ්ඨාධිකරණ තීන්දුව අනුව ජනාධිපතිවරයා සහ පාර්ලිමේන්තුව අතර වන බල තුලනය ජනාධිපතිවරයාට වාසිදායක අන්දමින් කෙළවර වන බව පෙනෙන්නට තිබෙන අතර 17 සහ 18 ව්‍යවස්ථා සංශෝධන මෙන් ව්‍යවස්ථාදායක සභාව මගින් ජනාධිපතිවරයාගේ බලය එක්තරා ප්‍රමාණයකට තුලනය වේ.

ලංකාව මෙන්ම චිලි රට ද ව්‍යවස්ථා සංශෝධන කාර්යයේදී අර්බුද වලට ලක්වී ඇති රටකි. වර්ෂ 1829 දී ස්පාඤ්ඤයෙන් නිදහස ලැබූ චිලිය 1925 දී නව ව්‍යවස්ථාවක් සම්පාදනය කරන ලදී. චිලියේ ඔගස්ටෝ පිනෝචේ විසින් 1980 දී ඇති කරන ලද ව්‍යවස්ථාව විසි වතාවක් පමණ සංශෝධනය කර තිබේ.

ව්‍යවස්ථාව සම්බන්ධ ලංකාවේ ප්‍රශ්ණය සිරස් අතට සහ තිරස් අතට බලය නොබෙදීමයි. මධ්‍යයේ පාර්ලිමේන්තුවේ බලය අභිබවා ජනාධිපති බලය ක්‍රියාත්මක වේ.අනෙක් අතට පළාත් සභා වලට විහිදී යා යුතු බලය මධ්‍යයේ ඒකරාශී වී ඇත. චිලියේ මුලික ප්‍රශ්නය වන්නේ  පිනෝචේ විසින් ස්ථාපිත කරන ලද ආර්ථික ප්‍රතිසංස්කරණ සහ ඒවාට අනුග්‍රහය දක්වන ව්‍යවස්ථාව හේතුවෙන් රටේ තීව්‍ර වූ ආදායම් බෙදී යාමේ විෂමතාවයි.

චිලි ව්‍යවස්ථාවට 1989 දී කළ ප්‍රථම සංශෝධනය ජනමත විචාරණයක් හරහා කරන ලද්දකි. වර්ෂ 2013 දී හිටපු  එක්සත් ජාතීන්ගේ මානව හිමිකම් කොමසාරිස්වරිය වන සමාජවාදී පක්ෂයේ මිචෙල් බැචලේ චිලි ජනාධිපති වූ විට ඇයගේ මැතිවරණ පොරොන්දුවක් වූ නව ව්‍යවස්ථාවක් ඉල්ලමින් පෙළපාලි පැවැත්විණ. ඇයගේ ව්‍යවස්ථාව සම්බන්ධ ඉලක්ක වූයේ අධ්‍යාපන සහ බදු ප්‍රතිසංස්කරණ සහ රටේ ආදායම් බෙදීමේ විෂමතාව අවම කිරීමයි. 

වර්ෂ 2019 ඔක්තෝබර් මස නව ව්‍යවස්ථාවක් ඉල්ලමින් කැළඹිලි සහ කෝලාහල ඇතිවිය. වර්ෂ 2020 ඔක්තෝබර් මස ජනමත විචාරණයකදී නව ව්‍යවස්ථාවක් අවශ්‍ය බවත්  සහ එය සකස් කල යුත්තේ මහජනයා විසින් තෝරා  ගන්නා ලද ව්‍යවස්ථා සභාවක් විසින් බවත් ජනතාව තීන්දු කරන ලදී. වර්ෂ 2021 මැයි මස ව්‍යවස්ථා සභාව මහජන ඡන්දයෙන් තෝරා ගන්නා ලදී. 

මෙම ව්‍යවස්ථා සභාවේ ආසන 17 ක් ආදිවාසී ජනතාව සඳහා වෙන් කරන ලද අතර එහි ස්ත්‍රී පුරුෂ නියෝජනය සම තත්ත්වයේ විය. ව්‍යවස්ථා සභාවේ සාමාජිකයන් 155 න්  65 දෙනෙක් ස්වාධින අපේක්ෂකයෝ වූහ. ව්‍යවස්ථා සභාව මූලික වශයෙන් සමන්විත වූයේ වාමාංශික නැඹුරුවක් ඇති නියෝජිතයන්ගෙනි. ව්‍යවස්ථා සභාව උත්සාහ කළේ සම්පුර්ණයෙන්ම නව ව්‍යවස්ථාවක් සම්පාදනය කිරීමටයි. සම්පාදනය කරන අතරතුරදී එම ව්‍යවස්ථාව ලොව පුරා ප්‍රසංශාවට ලක් විය. ව්‍යවස්ථාව අනුව අධිකරණයද ඇතුළු සියලු රාජ්‍ය ආයතන වල ස්ත්‍රීන් සමසේ නියෝජනය විය යුතුය. පාරිසරික අයිතිවාසි කම් අනුව ඉඩම් ජලය සහ වාතය ආරක්ෂා වේ. රාජ්‍යයට ලිතියම් සහ හයිරෝකාබන් ඇතුළු පතල් කර්මාන්තයට පුර්ණ අයිතිය දීම යන්තමින් වැලකි තිබුණි. චිලියේ දල ජාතික නිෂ්පාදිතයෙන් 11% ක් පතල් කර්මාන්තය විසින් උපයනු ලැබේ. 

ව්‍යවස්ථාව විසින් ජාතික සෞඛ්‍ය සේවයක්ද ජාතික අධ්‍යාපන සේවයක්ද යෝජනා කර තිබුණි. ඒ අනුව සියලුම ඉගැන්වීමේ ආයතන එක ඒජන්සියක් යටතට පත් කරන අතර සියලුම මට්ටම් වල පොදු අධ්‍යාපනය ගාස්තු අයකිරීම් වලින් තොර වේ. සෙනේට් සභාව අහෝසි කිරීමට ද ප්‍රාදේශීය සභා පිහිටුවීමටද යෝජනා විය.

ව්‍යවස්ථා සභාව මෙහෙයවන ලද්දේ ආචාර්ය උපාධියක් සහිත ආදිවාසී කාන්තාවක විසිනි. ජනගහනයෙන් 11% ක් විවිධ ආදිවාසී කණ්ඩායම් වලට අයත් වන අතර ඔවුන්ට නිසි පිළිගැනීමක් සමාජයේ නැත. මෙවර එම අයිතීන් යෝජිත ව්‍යවස්ථාව මගින් සුරක්ෂිත කර ඇත. බොහෝ දෙනා එක්සත් ජනපදයේ මෙන් සංක්ෂිප්ත ව්‍යවස්ථාවක් බලාපොරොත්තු වූ නමුත් ව්‍යවස්ථාව ඉතා දිර්ඝ විය. යෝජිත ව්‍යවස්ථාව ලෝකයේ දීර්ඝතම ව්‍යවස්ථාවක් වූ අතර එය ඡේද 499 කින් සමන්විත විය. අනාගතයේ සිදුවිය හැකි සියලුම් දේ පරිකල්පනය කිරීමට ව්‍යවස්ථා සභාව උත්සාහ ගෙන තිබුණි.

මේ අතරතුර  2022 මාර්තු මස හිටපු දක්ෂිණාංශික ජනාධිපතිවරයා පරදවා සමාජවාදී පක්ෂයේ ගේබ්‍රියෙල් බොරික් ජනාධිපති ලෙස පත්විය. ඔහු නව ව්‍යවස්ථාවට ඔහුගේ පූර්ණ සහයෝගය දැක්විය.

ව්‍යවස්ථා සභාව විසින් අනුමත කරන ලද ව්‍යවස්ථාවේ ඡේද වරින්වර ප්‍රකාශයට පත්වූ බැවින් එහි කටයුතු ගැන ජනතාව අවදියෙන් සිටියහ. කෙසේ වෙතත් ජනතා අනුමැතිය 50% ඉක්මවුයේ නැත. අවසානයේදී එය වාමාංශික ව්‍යවස්ථාවක් ලෙස හඳුන්වනු ලැබිණ.

වර්ෂ 2022 සැප්තැම්බර් 4 දින පැවැත්වූ ජනමත විචාරණයකින් යෝජිත ව්‍යවස්ථාව ජනතාව විසින් ප්‍රතික්ෂේප කරන ලදී. එය ප්‍රතික්ෂේප වුයේ 61.9% ක වැඩි ඡන්දයෙනි. මේ අතර ගේබ්‍රියෙල් බොරික් ගේ ජනප්‍රියතාව 39% දක්වා පහත වැටී ඇත.

යෝජිත ව්‍යවස්ථාවෙන් ආදිවාසී ජනතාවට ලැබී ඇති පිළිගැනීමද දේශපාලන ක්‍රමයේ කර ඇති බරපතල වෙනස්කම් ද විවේචනයට ලක්වී තිබුණි. 

ජේ. ආර්. ජයවර්ධන මෙරට ආණ්ඩුක්‍රම ව්‍යවස්ථාව ඇති කළේද ඔගස්ටෝ පිනෝචේ චිලියේ ආණ්ඩුක්‍රම ව්‍යවස්ථාව ඇතිකළේ ද එකම යුගයේය. රටවල් දෙකම සිය ව්‍යවස්ථා අහෝසි කිරීම සඳහා දීර්ඝ අරගල වල නිරත වේ. රටවල් දෙකම සංශෝධන විස්සකට අධික සංඛ්‍යාවක් බැගින් කර ඇත. චිලිය ව්‍යවස්ථාව සම්බන්ධ ජනමත විචාරණ ගණනාවකට මුහුණ දී ඇති අතර ලංකාව ඒ සම්බන්ධව ජනමත විචාරණ මග හරිමින් සිටියි. චිලියේ ව්‍යවස්ථාව බොහෝ සෙයින් සංශෝධන හරහා පිනෝචේ ගේ ව්‍යවස්ථාවට වඩා වෙනස් ස්වරුපයක් ගනී. 

චිලියේ අත්දැකීම ලංකාවේ ව්‍යවස්ථා සම්පාදනය ගැන අවදියෙන් සිටින සියලු දෙනා ගේම අවධානයට ලක් විය යුතු යයි සිතමි.
