A Different Narrative To Youthquake

I have read the Youthquake, A journalistic narrative based on case studies from Indonesia, Sri Lanka, Nepal, Bangladesh and Myanmar of emergence of digitally connected citizens and captured legacy media written by Ranga Kalansooriya and his all-female battalion of journalists, Eva Danayanti of Indonesia, Mandana Ismail Abewickrema of Sri Lanka, Nazia Afrin Monami of Bangladesh, Sonia Awale of Nepal and Naw Betty Han of Myanmar. At the event  of launching the book I had a chance to have a chat with Sonia Awale and get the signature of her and of Ranga Kalansooriya in my copy of the book.

This is not a review of the book for which I am not competent enough but I penned down my thoughts after reading the book.

It was stated in the book, “Moreover the intention of this book is not to analyze the reasons behind those youth upheavals and examine the political dimensions surrounding those mass protests through academic filters. We have that task to political and social scientists. Being media people, our scope is different” Therefore, although the background of the writeup was the youth uprisings of the respective countries, the focus of the book was the influence of the  Fifth Estate to those uprisings.

Prior to the French Revolution, the French Society was rigidly divided into three hereditary social classes. Those were First Estate which was the Roman Catholic Church, Second Estate which were aristocrats who held high government, judicial, and military positions and Third Estate were the commoners comprising roughly 90% to 96% of the population including wealthy merchants (bourgeoisie), urban laborers, and impoverished rural peasants. In the 18th century the Press was identified as the Fourth Estate. In the 1960s alternative/underground press was identified as Fifth Estate and  later this was expanded to  internet-based media, bloggers, and citizen networks.

Some of the names of the writers including mine have Sanskrit origins. Democracy was thrust upon us in this part of the world. We have not fought for it like the people of the UK or France. Our culture by and large is collectivist rather than individualist which is the dominant trait in those countries who fought for democracy. Democracy in essence is not just the rule by majority it is rule by the majority without compromising the basic rights of the minority. The second part is not easily digested in the collectivist societies. This is the root cause of most of the problems we face.

That is why the governments are not toppled by street protests in the countries of advanced democracies. Yet there are street protests. Sometime back Emmanuel Macron, French President held several meetings arguing with the street protestors to make his point. That is democracy evolved from the French Revolution and we are still in the same level.

We had democracies in this part of the world 2600 years back. Licchavi Republic was located in present Patna of India close to Bangladesh and Nepal. The foundation of the Licchavi Republic was built on collegial governance, collective decision-making, and a federation-style union. This was an aristocratic democracy. According to Maha Parinibbana Sutta of Theravada tradition of Buddhism, the Buddha outlined seven principals of non decline of the Licchavis. The first two were (i) meting frequently and regularly and (ii) convening, acting, and dispersing in unity and harmony.

The emphasis was frequent and regular meetings in unity and harmony. Most probably the decisions were unanimous and consensus was the key. This is also democracy but more suited for a collectivist culture.

When western originated democratic systems are applied in collectivist eastern countries what happens is this. When the governments are powerful it would lead to autocracies and when the governments are weak it would lead to anarchies. This phenomenon can be observed in the recent and not so recent history of our region with special reference to Bangladesh.

The reason is that the basic rights of the minorities whether it is political, ethnic, religious or any other are not cared in these democracies which are ruled by the majorities. The majority is of the view that the minority is not in our ‘group’ and hence it is fine to be hostile against them. Japan is also a collectivist country but the so called ‘in group’ is the entire nation.

In the history of the mankind, we have gone through different advancements in the area of information. Fourth Estate was one of the significant advancements. Youth were there over millennia. The significance here is youth coupled with the technology. This happened previously as well. Arab spring was spearheaded by the millennials using technology.

The first country affected by the Arab Spring was Tunisia. Autocratic leader was overthrown; they had a fragile democracy; and now the country is having another autocratic leader. In Egypt the leader was overthrown. Muslim Brotherhood came to power. Thereafter there was a military coup and autocratic leader came to power. In Libya autocratic leader was overthrown and a failed state was immerged. In Yemen the autocratic leader was overthrown and there is a civil war continuing to date linking regional powers.

These countries, due to long dictatorships, did not have strong institutions or alternative leaders or strong civil societies.

I have translated the book titled ‘From Dictatorship to Democracy- A conceptual framework for liberation’ written by legendary Gene Sharp to Sinhala my native language. Sharp in the tenth chapter of the book described the groundwork for durable democracy. He explained that a durable democracy cannot be established by just overthrowing a dictatorship.

Myanmar is the closest model which suits Sharp’s book. Sharp identified 198 methods for political defiance but Myanmar has now passed that era and the country is engaged in a civil war. Five years back I have written an article about Myanmar ( https://www.colombotelegraph.com/index.php/mismanaged-ethnic-conflicts-resultant-tragedies-of-myanmar-sri-lanka/) and suggested “the world should move forward in the direction of recognizing the parallel civilian government, Committee Representing Pyidaungsu Hluttaw” with the note China and Russia were backing the regime.

I am happy to note that Naw Betty Han in her chapter of Youthquake stated, “ This Federalist Synergy has shattered the military’s century old divide and rule strategy as Bamar youth now fight and bleed alongside ethnic comrades for a common federal democratic future”

“By prioritizing values of inclusivity, gender equality, and ethnic justice, GenZ has fostered a sense of national unity that previous generations struggled to achieve” 

In fact, as explained in my article the previous generations refused the national unity and it was the root cause of the problem.

As she mentioned referring to 2015 transition, “top leaders became trapped in a cycle of compromise, seemingly forgetting the sacrifices made in the name of revolution”.  Had they refused the power sharing with the Army at that time with the whole world backing them, I do not know, the situation may have been different. I used the word they since I am not bold enough to blame Suu Kyi not for any thing else but for sheer respect.

In Aragalaya of Sri Lanka President Gotabaya Rajapaksa had not used any power against the demonstrations, quite contrary  to the stance taken by Prime Minister Sheikh Hasina. Initially it was a peaceful demonstration. I have spoken at the Aragalaya (https://www.youtube.com/watch?v=5lPdA_tFNM0) What I have said was in contrary to the previous armed struggles Sri Lanka has experienced Aragalaya was peaceful. Since the grievances of the youth which led to the struggles were not addressed by the subsequent governments, I was expecting with fear that another armed struggle would immerge. Therefore, what was happening was acceptable. Since we were non-violent the President  should be given an exit route. When the situation intensifies the exit route would be only the saving of life.

However when the goons of former president Mahinda Rajapaksa  attacked the Aragalaya, situation became violent and reciprocal actions taken by the persons affected has taken few lives with a lot of damages to the houses of the government politicians. I disassociated with the Aragalaya. At one point in addition to the Presidential Secretariat and President’s official residence, the Parliament also on the verge of a siege. Later the President resigned and transition has taken place in accordance with the constitution.

In Nepal and Bangladesh the situation was different. Interim governments were appointed and the countries came back to the main stream of democracy.

I was worried whether there would be military takeovers in these two countries particularly in Bangladesh due to the previous such tendencies. Soniya Awale stated in her chapter “there were rumours of military take over and the king making a comeback” Fortunately this did not happen.

Why? Unlike in the countries of Arab Spring, democracy in our region is getting established. Youth movements were also a part of democracy and there are well established institutions. Indonesia will never go back to Suharto era.

How ever the democracies will not be sustainable if there is no prosperity and also poverty is not eradicated. For that respective governments should apply appropriate economic policies. Piggybacking the idea of catching thieves like in Sri Lanka is certainly not enough.

Reading this book, the Youthquake, was an interesting experience and I recommend to read this book. In my copy I have underlines and notes all over in the book.

“තරුණ නැගිටීමට” වෙනත් ආඛ්‍යානයක්

තරුණ නැගිටීම් (Youthquake) – ඉන්දුනීසියාව, ශ්‍රී ලංකාව, නේපාලය, බංග්ලාදේශය සහ මියන්මාරය යන රටවල මෑතක  මතුවූ තත්වයන් පිළිබඳව ඩිජිටල් ලෙස සම්බන්ධ වූ පුරවැසියන් සහ සම්ප්‍රදායික මාධ්‍ය  තත්ත්වයන් ආශ්‍රයෙන්  ජනමාධ්‍යවේදීන්ගේ ආඛ්යානයක් ගැන ඉංග්‍රීසියෙන් ලියැවුණු පොත මම කියැවීමි. පොත ලියා ඇත්තේ රංග කලන්සුරිය සමඟ ඉන්දුනීසියාවේ ඊවා දනයන්ති, ශ්‍රී ලංකාවේ මන්දනා ඉස්මයිල් අබේවික්‍රම, බංග්ලාදේශයේ නාසියා අෆ්රින් මොනාමි, නේපාලයේ සෝනියා අවාලේ සහ මියන්මාරයේ නව් බෙටි හන් විසිනි. පොත එළිදැක්වීමේ උත්සවයේදී සෝනියා අවාලේ සමඟ කතාබස් කර ඇගේ සහ රංග කලන්සූරියගේ අත්සන මගේ පොතේ පිටපතට ලබා ගැනීමට මට අවස්ථාවක් ලැබුණි.

මෙය එම පොත පිළිබඳ විචාරයක් නොවේ, මන්ද යත් ඊට අවශ්‍ය තරම් සුදුසුකම් මට නොමැති බැවිනි. නමුත් එම පොත කියවීමෙන් පසු මා තුළ ඇති වූ අදහස් මම සටහන් කළෙමි.

එම පොතෙහි මෙසේ සඳහන් විය: “තවද, මෙම කෘතියේ අරමුණ වන්නේ එම තරුණ නැගිටීම්වලට හේතු වූ කරුණු විශ්ලේෂණය කිරීම හෝ එම මහජන විරෝධතා හා බැඳුණු දේශපාලනමය පැතිකඩයන් ශාස්ත්‍රීය දෘෂ්ටිකෝණයකින් විමසා බැලීම නොවේ. එම කාර්යය දේශපාලන හා සමාජ විද්‍යාඥයින්ට භාර කළ යුත්තකි. මාධ්‍ය ක්ෂේත්‍රයේ නියැලෙන්නන් ලෙස අපගේ කාර්යභාරය ඊට වඩා වෙනස් එකකි.” එබැවින්, අදාළ රටවල සිදුවූ තරුණ නැගිටීම් මෙම ලේඛනයට පසුබිම් වුවද, එම නැගිටීම් කෙරෙහි ‘පස්වන බලවේගය‘ (Fifth Estate) මගින් එල්ල වූ බලපෑම කෙරෙහි මෙම කෘතියේ අවධානය යොමු කර තිබුණි.

ප්‍රංශ විප්ලවයට පෙර, ප්‍රංශ සමාජය පරම්පරාගත සමාජ පන්ති තුනකට දැඩි ලෙස බෙදී තිබුණි. එනම්, රෝමානු කතෝලික සභාව නියෝජනය කළ ‘පළමු වැනි පන්තිය‘ (First Estate), ඉහළ රාජ්‍ය, අධිකරණ සහ හමුදා තනතුරු දැරූ ප්‍රභූවරුන්ගෙන් සමන්විත ‘දෙවැනි පන්තිය‘ (Second Estate) සහ ධනවත් වෙළඳුන් , නාගරික කම්කරුවන් හා දිළිඳු ග්‍රාමීය ගොවීන් ඇතුළුව සමස්ත ජනගහනයෙන් දළ වශයෙන් 90% සිට 96% දක්වා ප්‍රමාණයක් නියෝජනය කළ සාමාන්‍ය ජනතාවගෙන් සමන්විත ‘තුන්වැනි පන්තිය‘ (Third Estate) යි. 18 වන සියවසේදී පුවත්පත් මාධ්‍යය ‘සිව්වැනි පන්තිය ‘ (Fourth Estate) ලෙස හඳුනා ගැනුණි. 1960 දශකයේදී විකල්ප හෝ රහසිගත මාධ්‍ය  ‘පස්වැනි පන්තිය ‘ (Fifth Estate) ලෙස හඳුනාගත් අතර, පසුව මෙම සංකල්පය අන්තර් ජාලය  පදනම් කරගත් මාධ්‍ය, බ්ලොග්කරුවන් සහ පුරවැසි ජාලයන් දක්වා පුළුල් විය.

මා ඇතුළු මෙහි සඳහන් සමහර ලේඛකයින්ගේ නම්වල මූලයන් සංස්කෘත භාෂාව හා බැඳී පවතී. ලෝකයේ මෙම කලාපයට ප්‍රජාතන්ත්‍රවාදය හඳුන්වා දෙනු ලැබුවේ බාහිර බලපෑමක් මගිනි.  එක්සත් රාජධානියේ හෝ ප්‍රංශයේ ජනතාව මෙන් අප ඒ වෙනුවෙන් සටන් කළේ නැත. ප්‍රජාතන්ත්‍රවාදය වෙනුවෙන් සටන් කළ රටවල ප්‍රධාන ලක්ෂණය වන්නේ පුද්ගල කේන්ද්‍රීයත්වය වුවද, අපගේ සංස්කෘතිය බොහෝ දුරට සාමූහිකත්වය මත පදනම් වූවකි. සාරාංශයක් ලෙස ගත් කල, ප්‍රජාතන්ත්‍රවාදය යනු හුදෙක් බහුතරයේ පාලනය පමණක්ම නොවේ; එය සුළුතරයේ මූලික අයිතිවාසිකම්වලට හානියක් නොවන පරිදි බහුතරය විසින් පාලනය ගෙන යාමයි. සාමූහිකත්වය මුල් කරගත් සමාජයන් තුළ මෙම දෙවන කරුණ පහසුවෙන් පිළිගැනීමට හෝ අවබෝධ කර ගැනීමට නොහැකි වී තිබේ. අප මුහුණ දෙන බොහෝ ගැටලුවලට මූලික හේතුව මෙයයි.

දියුණු ප්‍රජාතන්ත්‍රවාදී රටවල වීදි විරෝධතා මගින් ආණ්ඩු පෙරළා නොදමනු ලබන්නේ ඒ නිසාය. එහෙත් එහිදී ද වීදි විරෝධතා පැවැත්වේ. මීට කලකට පෙර, ප්‍රංශ ජනාධිපති එමානුවෙල් මැක්‍රොන් තම ස්ථාවරය පැහැදිලි කිරීම සඳහා වීදි විරෝධතාකරුවන් සමඟ වාද විවාදවල නිරත වෙමින් සාකච්ඡා කිහිපයක්ම පැවැත්වීය. ප්‍රංශ විප්ලවය තුළින් පරිණාමය වූ ප්‍රජාතන්ත්‍රවාදය එය වන අතර, අප තවමත් සිටින්නේ එම මට්ටමේමය.

මීට වසර 2600කට පෙර මෙම කලාපය තුළ ප්‍රජාතන්ත්‍රවාදී පාලන ක්‍රම පැවතුණි. ලිච්ඡවී ජනරජය පිහිටා තිබුණේ බංග්ලාදේශයට සහ නේපාලයට ආසන්නව, වත්මන්  ඉන්දියාවේ පැට්නා ප්‍රදේශයේය. ලිච්ඡවී ජනරජයේ පදනම ගොඩනැගී තිබුණේ සාමූහික පාලනය, සාමූහික තීරණ ගැනීම සහ ෆෙඩරල් ක්‍රමයේ සංගමයක් ලෙස ක්‍රියා කිරීම යන කරුණු මතය. මෙය ප්‍රභූ පැලැන්තියේ සහභාගීත්වයෙන් යුත් ප්‍රජාතන්ත්‍රවාදී ක්‍රමයක් විය. බුදු දහමේ ථෙරවාදී සම්ප්‍රදායට අයත් මහා පරිනිබ්බාණ සූත්‍රයට අනුව, ලිච්ඡවීන්ගේ පරිහානිය වැළැක්වීමට  විසින් අනුගමනය කරන  මූල ධර් ම හතක් බුදුහු  පෙන්වා දුන්හ.  ඉන් පළමු කරුණු දෙක වූයේ (i) නිතර හා නිතිපතා රැස්වීම සහ (ii) එකමුතුකමින් හා සමගියෙන් රැස්වීම, කටයුතු කිරීම සහ විසිර යාමයි.

මෙම කරුණු දෙකෙන් අවධාරණය වූයේ එකමුතුකමෙන් හා සමගියෙන් නිතර නිතර රැස්වීම් පැවැත්වීමයි. බොහෝ විට ඒවා  ඒකමතික තීරණ වන්නට ඇත. එහි ප්‍රධාන අංගය වුයේ  සම්මුතිය යි.  මෙය ද ප්‍රජාතන්ත්‍රවාදය වන අතර එය සාමූහික සංස්කෘතියකට වඩාත් සුදුසු ය.

බටහිර සම්භවයක් සහිත ප්‍රජාතන්ත්‍රවාදී ක්‍රමවේදයන් සාමූහිකත්වය මුල් කරගත් පෙරදිග රටවල ක්‍රියාත්මක කිරීමේදී සිදුවන්නේ මෙයයි: එනම්, ආණ්ඩු බලවත් වන විට ඒකාධිපති පාලන තත්ත්වයන්ද, ආණ්ඩු දුබල  වන විට අරාජික තත්ත්වයන්ද උද්ගත වීමයි. අප කලාපයේ මෑතකාලීන මෙන්ම ඊට පෙර ඉතිහාසය තුළද – විශේෂයෙන්ම බංග්ලාදේශය ආශ්‍රිතව – මෙම තත්ත්වය නිරීක්ෂණය කළ හැකිය.

ඊට හේතුව වන්නේ, බහුතරයේ පාලනයට යටත් මෙම ප්‍රජාතන්ත්‍රවාදී රටවල සුළුතර කණ්ඩායම්වල මූලික අයිතිවාසිකම් (ඒවා දේශපාලන, වාර් ගික, ආගමික හෝ වෙනත් ඕනෑම ආකාරයක ඒවා වුවද) පිළිබඳව නිසි සැලකිල්ලක් නොදැක්වීමයි. සුළුතරය තමන් අයත් ‘කණ්ඩායමට‘ අයත් නොවන පිරිසක් ලෙස සලකන බහුතරය, ඔවුන් කෙරෙහි සතුරු ආකල්ප දැරීම වරදක් නොවන බව විශ්වාස කරති. ජපානය ද සාමූහිකත්වය අගයන රටක් වුවද, එහිදී ‘තමන්ගේ කණ්ඩායම‘  ලෙස සැලකෙන්නේ සමස්ත ජාතියමයි.

මානව ඉතිහාසය තුළ තොරතුරු ක්ෂේත්‍රයේ විවිධ දියුණුවීම් සිදුවී ඇති අතර, සිව්වන බලවේගය හෙවත් සිව්වන පන්තිය  (Fourth Estate) යනු ඉන් එක් වැදගත් දියුණුවකි. තරුණ පරපුර සියවස් ගණනාවක් පුරා පැවතියද, මෙහි ඇති සුවිශේෂත්වය වන්නේ තරුණ පරපුර සහ තාක්ෂණය අතර ඇති සම්බන්ධතාවයි. මෙවැනි තත්ත්වයක් මීට පෙරද දක්නට ලැබුණි; එනම්, තාක්ෂණය භාවිත කරමින් ‘අරාබි වසන්තය‘ මෙහෙයවනු ලැබුවේ ‘මිලේනියල්‘ හෙවත් සහස්‍ර පරපුරේ තරුණ තරුණියන් විසිනි.

‘අරාබි වසන්තය‘  හේතුවෙන් බලපෑමට ලක්වූ පළමු රට ටියුනීසියාවයි. එහිදී ඒකාධිපති නායකයෙකු බලයෙන් පහ කෙරුණු අතර, රට තුළ අස්ථාවර ප්‍රජාතන්ත්‍රවාදී තත්වයක් පැවතුණි; නමුත් වර්තමානයේ එම රට නැවතත් ඒකාධිපති නායකයෙකුගේ පාලනයට නතුවී ඇත. ඊජිප්තුවේදී ද නායකයා බලයෙන් පහ කෙරුණු අතර ‘මුස්ලිම් සහෝදරත්වය‘ බලයට පත්විය. ඉන් අනතුරුව සිදුවූ හමුදා කුමන්ත්‍රණයකින් පසු ඒකාධිපති නායකයෙකු බලයට පත්විය. ලිබියාවේදී ඒකාධිපති නායකයා බලයෙන් පහ කෙරුණු අතර, එහි ප්‍රතිඵලයක් ලෙස අසමත් බිහිවිය. යේමනයේදී ද ඒකාධිපති නායකයා බලයෙන් පහ කෙරුණු අතර, කලාපීය බලවතුන්ගේ මැදිහත්වීම ද සහිතව අද දක්වාම පවතින සිවිල් යුද්ධයක් එහි ක්‍රියාත්මක වෙමින් පවතී.

දිගු කාලීන ඒකාධිපති පාලන හේතුවෙන්, මෙම රටවල ශක්තිමත් ආයතන, විකල්ප නායකයින් හෝ ශක්තිමත් සිවිල් සමාජයන් නොතිබුණි.

ප්‍රකට විද්වතකු වූ  ජීනි ෂාප් විසින් රචිත පොතක් ‘ඒකාධිපතිත්වයෙන් ප්‍රජාතන්ත්‍රවාදයට – විමුක්තිය සඳහා සංකල්පීය රාමුවක්’ යන මැයෙන්  මම  සිංහලට පරිවර්තනය කර ඇත්තෙමි. පොතේ දහවන පරිච්ඡේදයේ ෂාප් කල් පවතින ප්‍රජාතන්ත්‍රවාදය සඳහා වන පදනම විස්තර කළේය. ඒකාධිපතිත්වයක් පෙරලා දැමීමෙන් පමණක් කල් පවතින ප්‍රජාතන්ත්‍රවාදයක් ස්ථාපිත කළ නොහැකි බව ඔහු පැහැදිලි කළේය.

මියන්මාරය ෂාප්ගේ පොතට ගැලපෙන සමීපතම ආකෘතියයි. දේශපාලන විරෝධතා දැක්වීම සඳහා ෂාප් ක්‍රම 198 ක් හඳුනා ගත් නමුත් මියන්මාරය දැන් එම යුගය පසු කර ඇති අතර රට සිවිල් යුද්ධයක නිරතව සිටී. වසර පහකට පෙර මා  මියන්මාරය ගැන ලිපියක් ලියා ඇත (https://www.colombotelegraph.com/index.php/harsha-gunasena-22-april-2021/) එහිදී මම මෙසේ කියා ඇත්තෙමි.  “ලෝකය මියන්මාර ජාතික රාජ්‍ය සභාවේ උභය මන්ත්‍රී මණ්ඩලය නියෝජනය කරන කමිටුව පිළිගැනීම දිශාවට ගමන් කළ යුතුය. ” එමෙන්ම චීනය සහ රුසියාව හමුදා රෙජිමයට ආධාර කරන බවද මා කියා ඇත.

“බමාර් තරුණයින් දැන් පොදු ෆෙඩරල් ප්‍රජාතන්ත්‍රවාදී අනාගතයක් සඳහා විවිධ වාර් ගික  සහෝදරවරුන් සමඟ එකතුවී ලේ හැලෙන සටන් වල නියුතු වන විට, මෙම ෆෙඩරල්වාදී සහජීවනය හමුදාවේ සියවසක් පැරණි බෙදීම් සහ පාලනය කිරීමේ උපාය මාර් ගය  බිඳ දමා ඇත” යනුවෙන් නව් බෙටි හන් පොතේ ඇගේ පරිච්ඡේදයේ සඳහන් කිරීම ගැන මම සතුටු වෙමි.

“සියල්ලන් ඇතුළත් කර ගැනීමේ ස්වභාවය, ස්ත්‍රී–පුරුෂ සමානාත්මතාවය සහ වාර්ගික යුක්තිය යන අගයන්ට ප්‍රමුඛත්වය ලබා දීම මගින්, පෙර පරම්පරාවලට ළඟා කර ගැනීමට අපහසු වූ ජාතික සමගිය පිළිබඳ හැඟීමක් ‘Gen Z’ (වර් තමාන  තරුණ පරම්පරාව) විසින් ගොඩනංවා ඇත.”

මගේ ලිපියේ පැහැදිලි කර ඇති පරිදි ඇත්ත වශයෙන්ම  පෙර පරම්පරාවන් ජාතික සමගිය ප්‍රතික්ෂේප කළ අතර එම තත්ත්වය ගැටලුවේ මූලික හේතුව විය.

2015 බල හුවමාරුව ගැන සඳහන් කරමින් ඇය මෙසේ කියා ඇත.  “ප්‍රමුඛ පෙළේ නායකයින් සම්මුතිවාදී චක්‍රයක සිරවී, විප්ලවය වෙනුවෙන් සිදු කළ කැපකිරීම් පවා අමතක කර දැමූ බවක් පෙනෙන්නට තිබුණි.”

මුළු ලෝකයේම සහාය ඔවුන්ට හිමිව තිබූ එම අවස්ථාවේදී හමුදාව සමඟ බලය බෙදාගැනීම ඔවුන් ප්‍රතික්ෂේප කළේ නම් තත්ත්වය මීට වඩා වෙනස් වන්නට ඉඩ තිබුණිදැයි මම නොදනිමි. මම මෙහිදී “ඔවුන්” යන වචනය භාවිතා කළේ, සු කී (Suu Kyi) ට දොස් පැවරීමට තරම් මා නිර් භීත  නොවන බැවිනි. එසේ නිර් භීත නොවන්නේ ඇය කෙරෙහි ඇති දැඩි ගෞරවය නිසා මිස වෙනත් කිසිදු හේතුවක් නිසා නොවේ.

මා පැවසූයේ ශ්‍රී ලංකාව මීට පෙර අත්විඳි සන්නද්ධ අරගලවලට හාත්පසින්ම වෙනස්ව  ‘අරගලය‘ සාමකාමී එකක් බවයි.  මෙම අරගලවලට මූලික වූ තරුණ පරපුරේ ගැටලු සහ දුක්ගැනවිලිවලට ඉන්පසු බලයට පත් රජයන් විසින් නිසි විසඳුම් ලබා නොදුන් බැවින්, තවත් සන්නද්ධ අරගලයක් ඇති වේදැයි මම බියෙන් යුතුව බලා සිටි බව මම කීවෙමි. එබැවින්, ඒ අවස්ථාවේ සිදුවෙමින් පැවති දේ පිළිගත හැකි තත්ත්වයක් විය. අප අනුගමනය කළේ අවිහිංසාවාදී ක්‍රියාමාර්ගයක් බැවින්, ජනාධිපතිවරයාට ඉන් ඉවත්ව යාම සඳහා මාවතක් ලබා දිය යුතුව තිබුණි. තත්ත්වය තවදුරටත් උග්‍ර වුවහොත්, ඉතිරිව තිබූ එකම විකල්පය වූයේ ඔහුගේ ජීවිතය බේරා ගැනීමේ මාවත  පමණි.

කෙසේ වෙතත්, හිටපු ජනාධිපති මහින්ද රාජපක්ෂගේ මැර කණ්ඩායම් ‘අරගලය‘ වෙත ප්‍රහාරයක් එල්ල කිරීමත් සමඟ තත්ත්වය ප්‍රචණ්ඩකාරී වූ අතර, ඊට ප්‍රතිචාර වශයෙන් අගතියට පත් පාර් ශ්වයන්  ගත් ක්‍රියාමාර් ග  හේතුවෙන් ජීවිත හානි කිහිපයක් මෙන්ම ආණ්ඩුවේ දේශපාලනඥයින්ගේ නිවාසවලට දැඩි හානි සිදුවිය. එවිට මම එම අරගලයෙන් ඉවත් වීමි. එක් අවස්ථාවකදී ජනාධිපති ලේකම් කාර් යාලය  සහ ජනාධිපතිවරයාගේ නිල නිවසට අමතරව, පාර් ලිමේන්තුව ද  වටලෑමකට ලක්වීමේ අවදානමක පැවතුණි. පසුව ජනාධිපතිවරයා ඉල්ලා අස්වූ අතර, ආණ්ඩුක්‍රම ව්‍යවස්ථාවට අනුකූලව බල හුවමාරුවක් සිදුවිය.

නේපාලයේ සහ බංග්ලාදේශයේ තත්ත්වය මීට වඩා වෙනස් විය. එහි අන්තර්කාලීන රජයන් පත් කෙරුණු අතර, පසුව එම රටවල් ප්‍රජාතන්ත්‍රවාදයේ ප්‍රධාන ධාරාවට පිවිසෙන ලදී.

අතීතයේ පැවති ප්‍රවණතා හේතුවෙන්, මෙම රටවල් දෙකෙහි – විශේෂයෙන්ම බංග්ලාදේශයේ – හමුදාව බලය අත්පත් කර ගනී දැයි මම කනස්සල්ලට පත්ව සිටියෙමි. “හමුදාව බලය අත්පත් කරගැනීමක් සහ රජු නැවත බලයට පැමිණීමක් පිළිබඳ කටකතා පැවතුණි” යනුවෙන් සෝනියා අවාලේ  ඇයගේ පරිච්ඡේදයේ සඳහන් කර තිබුණි. වාසනාවකට මෙන්, එවැනි දෙයක් සිදු නොවීය.

ඒ මන්ද? ‘අරාබි වසන්තය‘ අත්විඳි රටවල මෙන් නොව, අප කලාපය තුළ ප්‍රජාතන්ත්‍රවාදය තහවුරු වෙමින් පවතින බැවිනි.  තරුණ අරගල ද ප්‍රජාතන්ත්‍රවාදයේ කොටසක් වූ අතර, මේ කලාපයේ  මනා ලෙස ස්ථාපිත ආයතන පද්ධතියක් ද පවතී. ඉන්දුනීසියාව කිසිවිටෙකත්  සුහර් තෝ  යුගය වෙත ආපසු නොයනු ඇත.

කෙසේ වෙතත්, සමෘද්ධියක් නොමැති නම් සහ දරිද්‍රතාවය තුරන් නොකළහොත් ප්‍රජාතන්ත්‍රවාදී පාලන ක්‍රම තිරසාර නොවනු ඇත. ඒ සඳහා අදාළ රජයන් විසින් සුදුසු  ආර් ථික ප්‍රතිපත්ති ක්‍රියාත්මක කළ යුතුය. ශ්‍රී ලංකාවේ මෙන් හුදෙක් ‘සොරකම් කළවුන් අල්ලා ගැනීමේ‘ අදහස මත පමණක් යැපීම කිසිසේත්ම ප්‍රමාණවත් නොවේ.

‘Youthquake’ (යූත්ක්වේක්) නම් මෙම කෘතිය කියවීම සිත්ගන්නාසුලු අත්දැකීමක් වූ අතර, මෙය කියවන ලෙස මම නිර් දේශ කරමි. මා සතුව ඇති පිටපත පුරාම විවිධ තැන්වල ඉරි ඇඳීම් සහ සටහන් තබා ඇත.

What Is This State Power The Government Is Taking About?

For some time, the senior members of the government are talking about the state power. What they say is that they did not get the state power although they got the governing power. Going deep,  we realize  their claim is that  they do not have the power to operate the governing apparatus effectively. In order to get this control on one hand they try to put their confidantes in the key positions and on the other hand they try to spread the idea that they did not get the state power. The intention of this article is to examine this phenomenon.

Bureaucracy in Sri Lanka or in any other country is powerful. There are positive as well as negative sides of that. The main positive side is that it provides the continuity of the mechanism  of the government and the main negative side is that the slowness of the implementation of the government decisions.

Sri Lankan governments over the years faced this situation of slow implementation of their decisions and certain remedial actions were taken by some of the governments. The first example I can recall was that the situation faced by the United Front government in 1970. They wanted to accelerate the so called march towards socialism and identified several hinderances. In the first place they abolished the Senate and then established political authorities in all the districts assigning the decision making powers of the government apparatus to the political leadership. This was above the Government Agent. Later under the UNP government this system evolved to District Minister system. This system was later replaced by the Provincial Councils. Powers of the Public Service Commission were assigned to the Cabinet of Ministers as well. The UNP government which came into power in 1977 introduced Exporters Forum spearheaded by Lalith Athulathmudali, to find out solutions for the exporters faced, summoning representatives of all the relevant government departments and entities. R Premadasa has taken the presidential secretariat along with all the ministries to the remote places to  give quick service to the public. He used to wake up government officers early in the morning to get the things done.

Recently Gotabaya Rajapaksa out of frustration said that whatever he said were circulars of which the government officers were dependent on.

Therefore the problem was there for a long time. In order to have quick solutions the present government started appointing their confidents  to the critical points. Previous governments also did similar things. J R Jayewardene in 1965 appointed Anandatissa De Alwis who was not a member of the civil service as his permanent secretary in the Ministry of State. He as the President appointed Neville Samarakoon from the unofficial bar as the Chief Justice using his constitutional discretion. Mahinda Rajapaksa and his government removed Shirani Bandaranayake from the post of Chief Justice. Maithripala Sirisena said in public that Mohan Peiris the successor of Bandaranayake requested Sirisena to continue with his services and assured that he will fulfill the requirements of Sirisena.

The present government appointed Ranga Dissanayake as the Director General of the Bribery Commission and the late Nandana Gunathilake claimed that Dissanayake was a member of the JVP law committee some time back. Although this allegation was denied by Dissanayake, he has not taken appropriate legal action against Gunathilake. This allegation was very serious considering the level of independency of the Commission. IMF pushed the introduction of the new Anti Corruption Act and at a meeting with the civil society members where I was present IMF representatives inquired from us whether the  newly appointed commissioners were independent. Therefore it is not correct to keep this area in gray.

Appointment of Shani Abesekara and Ravi Seneviratne to their present critical posts was a serious violation of the required independency of the officers  since they were the members of the NPP and addressed the election rallies.

The move of the government to extend the retirement age of the sitting Supreme Court and Appeal court judges against the wishes of the many also would lead to a similar situation.

The approach of the government to capture the “state power” is dangerous.

The problem, i.e. the inaction of the bureaucracy may have aggravated due to the actions of the government. Under the drive of “catching thieves”  many government offices were questioned by the CID and some were remanded over trivial issues. One example was Priyantha Mayadunne, former Secretory to the Ministry of Public Administration. No one can blame the government over taking actions against errant politicians or officials. The government should go ahead with that but they have to ensure in the process that innocent public servants should not be harassed. The signal which goes to the public service is that one has to be extremely careful when taking decisions.

In the private sector the managers are allowed to  take decisions. They are not micro managed and not penalized for wrong decisions taken in good faith with due care. If an entity behaves otherwise they cannot expect any growth.

Some of the government officers are utterly inactive and always in the defensive mode. With the present prosecution mode of the government more officers will fall into this category.

In this light only the deputy transport minister Prasanna Gunasena said that they want to capture the state power. He said in 1971 and in 1988 if the JVP won the respective rebellions they would have captured the state power as well and not only the power of the government.  He has forgotten one point. In 2022  a JVP led  mob tried to attack the Parliament. Senior JVP leaders were there. If they were able to capture the Parliament at the time of Presidential Secretariat, Official residence of the President and Sri Lanka Rupavahini Corporation were under the control of rebels, they could have captured the state. After a revolution or rebellion, if the state is captured, that will be the end of democracy.

In the article 3 of our constitution it was stated that in the republic of Sri Lanka sovereignty is in the people and  is inalienable. So people cannot give it to any one .

The government says that they want state power. On one hand they have neither passed considerable number of policies nor taken any key executive decisions. They have a president and a two third majority in the Parliament. Major inaction is on their part and not on the bureaucracy. They may have experienced a resistance in getting things done and they have entirely forgotten the experience of the people who are the ultimate victims due to the inaction of the bureaucracy. Therefore solutions should have been proposed from the angle of the people who have inalienable sovereignty. If the problem is seen from the point of view of the JVP they need state power but if the problem is seen in the view of the people what would be the solution?

Government service should be restructured. Excessive people should be terminated. Salaries of the rest should be increased. Key performance indicators should be introduced. Promotions should be given on merit and not on seniority. Ownership of the state owned entities should be privatized or those should be joint ventures between government and the private sector. In the 1960s government servants signed the letters to the public saying “your obedient servant”. It should be reintroduced since every time they sign a letter it reminds them that they are  servants of the public. That part is not necessary when they write letters to the politicians, their bosses.

Therefore rather than capturing the state power JVP can do a lot of things. In reality the country faces the problem of the inaction of those who govern with presidency and two third parliamentary power.
